It is a hobby project largely developed by one person with minor contributions being made from the creator's brother among others.
The forum software was created by tormater-yak, a notable figure in the Tormater community. Development began on March 2022 as a barebones forum project and was published on Github by November. Unlike esoBB, in which the primary use of the forum software is to serve geteso, the Tormater Forum primarily exists for discussing the continued development of the software.

Over the course of the software's development, there have been numerous difficulties with avoiding security vulnerabilities, with particular regard to SQL injection. VegBao made several changes to the software that did not properly sanitize SQL queries thus leading to numerous follow-up commits from tormater-yak in order to properly sanitize them. Despite this, the forum software is considered to be reliable if premature; there is no clarification as to whether the software is meant to be used in production environments.
